MANILA (UPDATED) -- Tropical Depression Luis is now forecast to make landfall over Isabela on Monday afternoon or evening, according to PAGASA.
Initially, the weather disturbance was seen to recurve offshore east of Luzon.
As such, Tropical Cyclone Wind Signal no. 1 is now in effect over:
-- southern Cagayan
-- Isabela
-- Quirino
-- northern Aurora
-- Polillo Islands
-- northern Camarines Norte
Strong winds are expected in these localities, although with minor to minimal impacts.
As of 10 p.m. Sunday, the tropical depression was located 200 kilometers east of Baler, Aurora.
It maintained its sustained winds of 55 kilometers per hour and gustiness up to 70 kph while moving west northwestward at 15 kph.
Luis may intensify further into a tropical storm before its landfall. After landfall, it will weaken while moving eastward away from land.
It may eventually weaken into a remnant low pressure area by Wednesday, August 5, before merging with the broader circulation of Typhoon Dolphin outside the Philippine area of responsibility.

Localized flooding may occur in urban and low-lying areas, as well as the communities along river channels, while rain-induced landslides are possible in areas highly susceptible to such hazards.
ENHANCED HABAGAT
Meanwhile, the southwest monsoon or Habagat will be enhanced by the far away Typhoon Dolphin from Wednesday through next weekend.
On Wednesday, heavy to intense rainfall is forecast over Zambales, Bataan, and Occidental Mindoro, while moderate to heavy rains may be expected in:

Typhoon Dolphin was located 3,000 kilometers east of Extreme Northern Luzon at 8 p.m. Sunday, according to PAGASA.
It packs winds of 165 kph with gusts up to 205 kph and is moving west northwestward at 25 kph.
It is less likely to enter the Philippine area of responsibility but may approach its northeastern border by the middle of next week.
The typhoon is forecast to cross the Ryukyu Islands before making landfall over eastern China next weekend.
The public is advised to continue monitoring updates on the weather disturbances and the Habagat and to make the necessary preparations.
