MANILA — Tropical Depression Luis will bring moderate to heavy rains over the eastern and western sections of Luzon, according to PAGASA.
The following provinces may be affected over the next two days:

- Aurora
- Quezon
- Camarines Norte
Monday noon to Tuesday noon
- Isabela
- Quirino
- Aurora
- Pangasinan
- Zambales
- Tarlac
- Bataan
- Cavite
- Batangas
Localized flooding may occur in urban and low-lying areas, as well as the communities along river channels, while rain-induced landslides are possible in areas highly susceptible to such hazards.
Meanwhile, Tropical Cyclone Wind Signal no. 1 remains in effect over Catanduanes, northern Camarines Sur, Camarines Norte, and Polillo Islands of Quezon.
Strong winds are expected in these areas, with minor to minimal impacts possible.
As of 10 a.m. Sunday, Tropical Depression Luis was located 400 kilometers east of Infanta, Quezon.
It has slightly intensified, packing maximum winds of 55 kilometers per hour and gusts up to 70 kph.
It is moving northwestward at 15 kph.
Luis may intensify into a tropical storm within the next 24 hours, before recurving east of Central Luzon.
It is then forecast to steadily weaken while moving away from Luzon.
It may weaken into a remnant low pressure area by Wednesday, August 5, before merging with the broader circulation of the approaching Typhoon Dolphin.
ENHANCED HABAGAT
Dolphin was located more than 3,200 kilometers east of Extreme Northern Luzon at 10 a.m., according to PAGASA.
It is unlikely to enter the Philippine area of responsibility but may approach its northeastern border by the middle of next week.
The typhoon is forecast to cross the Ryukyu Islands before making landfall over eastern China next weekend.
While Dolphin will not directly affect the country, it will enhance the southwest monsoon or Habagat beginning Wednesday.
Increased rainfall may be expected over Negros Island, Western Visayas, MIMAROPA, CALABARZON, Central Luzon, Ilocos Region, western Cordillera, and Metro Manila through next weekend.
The public is advised to continue monitoring updates on the weather disturbances and the Habagat and to make the necessary preparations.
