MANILA (UPDATED) — Malacanang has suspended classes and government work in Metro Manila and dozens of provinces on July 23, Wednesday due to heavy rains from the southwest monsoon or habagat.
The suspension covered the following areas, based on a Palace memorandum.

- Pampanga
- Bulacan
- Cavite
- Batangas
- Rizal
- Occidental Mindoro
- Ilocos Norte
- Ilocos Sur
- La Union
- Quezon
- Oriental Mindoro
- Marinduque
- Romblon
- Masbate
- Sorsogon
- Albay
- Camarines Sur
- Catanduanes
- Palawan
- Antique
- Aklan
- Capiz
- Iloilo
- Guimaras
- Abra
- Mountain Province
- Ifugao
- Benguet
- Nueva Vizcaya
- Nueva Ecija
- Laguna
- Negros Occidental
The Palace said agencies responsible for vital and health services “must continue to remain operational to ensure continuity of essential government functions despite the declaration of work suspension.”
Local governments may also implement localized cancellation or suspension of classes and work in government offices, it added.
The suspension of work for private companies and offices is left to the discretion of their respective heads, the Palace added.
Meanwhile, work at the House of Representatives will remain suspended on Wednesday, House Secretary General Reginald Velasco announced through a memorandum issued Tuesday afternoon.
"In view of the inclement weather, work in the House of Representatives shall be suspended on July 23, 2025. However, offices with essential functions shall ensure that all services remain unimpeded," said Velasco.
The House shortened its work hours on Monday and suspended work on Tuesday, following heavy downpour and flooding caused by the southwest monsoon.
