After a successful capture of the gun-smuggling syndicates at the local fishing port, the Special Investigations Division: Task Force Alpha, led by head agent Marcus Reyes (Richard Gutierrez), reconvenes to discuss their next mission located at La Virgen del Pilar, Zamboanga City, where Datu Rahman Abubakar (Jaime Fabregas) is suspected to be leading illegal operations by likewise carrying a shipment of contraband.
Lara Angeles (Bela Padilla) then specifies that Datu Rahman has been running his suspected criminal organization for decades and has mastered the system, allowing him to be hidden from the investigations while continuously supplying warlords, terrorists, and private individuals.
All members of Task Force Alpha are also advised to ensure that their operations are discreet, since the local authorities are always prepared to defend Datu Rahman and their beloved Muslim community in any circumstance.
Contrary to the grim expectations of the agents, at Datu Rahman’s village, the fishermen are greeted warmly by their families as soon as they reach the shores. Yet, this time, the men gather and worriedly inform Datu Rahman about another illegal shipment found in their area.
Back at the Task Force Alpha’s headquarters, Felix (Baron Geisler) pitches an idea in their meeting, mainly questioning why they are merely arresting the suspects when they are capable of eliminating them for good.
Marcus takes action and emphasizes that their mission revolves around capturing and apprehending criminals, only resorting to force and weapons whenever necessary, and most importantly, refraining from the act of execution.
