CEBU — The province of Cebu is once again under a state of calamity, after Governor Pamela Baricuatro signed an executive order highlighting the effects of Typhoon Tino.
It was only last October 1 when the province was also declared under a state of calamity when a 6.9 magnitude earthquake hit Cebu with its epicenter in Bogo City.
In Executive Order 68, Baricuatro noted that Tino left "severe damage" to infrastructure, government facilities, private establishments and residential areas.
Along with the order comes the authority to use calamity funds and the mandate to implement a price freeze as well as anti-profiteering measures.

"The Cebu PDRRMO and in coordination with concerned local DRRM offices, is directed to lead and coordinate rescue, relief, medical and rehabilitation efforts," a portion of the EO reads.
The Cebu Provincial Board affirmed the order in an emergency session on Wednesday.
The area around Cebu City was deluged with 183 millimeters (seven inches) of rain in the 24 hours before Tino's landfall, well over its 131-millimetre monthly average, weather specialist Charmagne Varilla told AFP.
Baricuatro had called the situation "unprecedented" and "devastating".
Meanwhile, the death toll in Cebu has reached 111.
The Provincial Risk Reduction and Management Office logged 25 deaths from Compostela, one from Consolacion, nine from Danao City, seven from Talisay City, one from Bantayan, one from Tabogon, two from Asturias and six from Balamban.

Liloan Mayor Aljew Frasco said 35 of his constituents died in the flood. Mandaue City Mayor Jonkie Ouano also said there are now 12 who died, as three more cadavers were extracted on Wednesday.
Over in Cebu City, Mayor Nestor Archival said that there are now 12 dead in their jurisdiction.
The Bureau of Fire Protection also continues to extract a family of four in Barangay Sapangdaku after they were trapped in a landslide caused by the typhoon.
