MANILA (UPDATE) — The Independent Commission for Infrastructure (ICI) said Friday it was “committed to submitting all its final recommendations” following the resignation of its two commissioners.
ICI Commissioner Rossana Fajardo earlier in the day said she had tendered her resignation from the body probing flood control anomalies, effective December 31, 2025. Her exit comes just two weeks after former public works secretary Rogelio Singson ended his tenure in the ICI.
ICI chairperson Andres Reyes Jr. said Fajardo’s resignation “comes at a natural point in the Commission’s work.”
He noted that the ICI “was created with a clear, time-bound mandate: to gather evidence, establish facts, and propose corrective measures.”
To date, the commission has filed eight referrals and cases, involving almost 100 individuals, including senators, congressmen, top-and mid-level former and current officials of the DPWH, contractors, and a sitting commissioner of the Commission on Audit, Singson said.
He said that as a result of all this work, three cases have been filed by the Ombudsman with the courts and have resulted in the arrest of 16 individuals, including that of Sarah Discaya, for non-bailable crimes.
The ICI has also partnered with the Anti-Money Laundering Council (AMLC) to freeze some P20.3 billion of assets linked to the scandal and made several recommendations to prevent infrastructure irregularities.
“To ensure the fulfillment of its mandate, the Commission will now focus on finalizing the remaining items that will be submitted to the Office of the Ombudsman in order to strengthen and add to the growing number of cases that will eventually be filed with the courts, and hold those involved accountable,” Reyes said.

“The Commission remains fully committed to submitting all its final recommendations and ensuring that the appropriate institutions — particularly the Ombudsman — have everything they need to bring these cases forward,” he added.
He assured the public that “accountability continues and the process that the ICI began will move toward its proper legal conclusion.”
DOJ TRUSTS ICI
In a statement, the Department of Justice said it trusts the ICI to continue fulfilling its mandate under the law following Fajardo's resignation.
DOJ spokesperson Polo Martinez stated that the Justice Department also welcomes the impending creation of a "more permanent commission" that may assist in the investigation of flood control cases.

“The DOJ trusts that the ICI shall continue to fulfill its mandate under the law and welcomes any development, such as the creation of a more permanent commission, that may aid the continued investigation of cases related to corruption in government infrastructure projects especially those involved in the flood control anomalies,” he said.
ICI asks DBM to be assertive, strict
Two proposed measures which seek to establish a permanent body with enhanced powers have been pending in both chambers of Congress – the Independent Commission Against Infrastructure Corruption (ICAIC) and the Independent People’s Commission.
Martinez added that “as always, the Department remains ready to investigate and prosecute the cases filed before it, including those recommended by the ICI."
