While Manileños have varied reactions to Commissioner Medina’s (Simon Ibarra) formal announcement that the official recount conducted by the National Electoral Commission (NEC) confirms Tanggol (Coco Martin) as the true winner of the recent mayoralty race, the Guerreros are struck with utter devastation.

They are further crushed when Comm. Medina also declares that Olivia (Chanda Romero) wins the vice mayoralty but will be replaced by the top-ranking councilor due to her death. Moreover, he announces that the Kababaihan Party-list being represented by Jackie (Angel Aquino) has already been disqualified after a review of its vote returns reveals serious discrepancies.

Accompanied by other members of the NEC, Commissioner Medina bravely proceeds to City Hall to personally deliver a copy of the resolution mandating the Guerreros’ removal from their respective positions. Police officers initially bar him from entering the premises at the family’s request, but he is eventually allowed inside after Roberto (Albert Martinez) agrees to meet with him.

As Commissioner Medina begins reading the contents of the ruling before them, Miguelito (Jake Cuenca) suddenly loses control and insists that he is the rightful mayor, declaring that the city hall and the entire City of Manila both belong to the Guerreros. The commissioner remains calm and continues reading until Jackie angrily throws the document aside, dismissing it as mere pieces of paper that do not reflect the love Manileños have for their family. He firmly responds that regardless of if she just sees them as pieces of papers, they do not alter the NEC’s decision to remove them from office.

Roberto then accuses him of being bribed by the Montenegros and flatly rejects the ruling, vowing to challenge it through legal channels. While Commissioner Medina acknowledges their right to pursue legal remedies, he reiterates that it does not change the fact that electoral fraud was committed and that Tanggol is the legitimate mayor of Manila.

Hoping their legal counsel can still intervene, the Guerreros are stunned to learn that the temporary restraining order (TRO) they filed has yet to be issued. Commissioner Medina then urges them to vacate the city hall and allow Manila’s rightful leaders to assume the positions that have been theirs from the very beginning.

Enraged, Miguelito orders his men to disarm the commissioner’s security detail before shooting him in the left arm, causing him to collapse to the floor. Before joining his family back in their office, Roberto coldly warns him that he will face far graver consequences should he continue to uphold the NEC’s decision the next time they meet.
