How space tech is protecting farms, banks, businesses and national security
MANILA, Philippines — For many Filipinos, the country's planned rocket launch raises a difficult question.
Why should the Philippines invest in space when millions are still struggling with rising prices, food security and the growing threat of climate disasters?
The answer, according to Philippine Space Agency (PhilSA) Director General Dr. Gay Perez, is that the rocket is not the destination. It is the next step in building capabilities that directly affect the country's economy, resilience and long-term national interest.
"What do we get from data? Information. Information translates to solution," Perez said during an interview on ANC's Business Outlook.
That information is already helping government agencies anticipate droughts, assess typhoon damage, monitor forests and coastlines, and support long-term planning. It is also beginning to shape financial decisions, with PhilSA now working with the Bangko Sentral ng Pilipinas to use satellite data in analyzing environmental trends that could influence lending, investment and climate-related financial risks.
The planned liquid-fueled sounding rocket test in Cagayan in 2027 builds on those gains. While the rocket itself will not reach orbit, Perez said the mission will validate technologies, safety systems and regulations needed for future launches. More importantly, it represents another step toward developing a domestic aerospace ecosystem that could create high-value jobs, attract private investment, strengthen supply chains and position the Philippines as a credible participant in the fast-growing global space economy.
The implications extend beyond business.
For an archipelago of more than 7,600 islands that sits astride one of the world's busiest sea lanes and faces an average of about 20 tropical cyclones entering the Philippine Area of Responsibility each year, independent access to satellite technologies and launch capability increasingly supports disaster resilience, maritime domain awareness, environmental monitoring and strategic decision-making. These are capabilities that many countries now regard as essential national infrastructure.
"The unique vantage point of satellites provides us this unique perspective," Perez said. "Information helps in planning, decision-making, management and response."
In other words, before a Philippine rocket ever reaches space, the country's space program is already generating value on the ground. The planned launch is not a symbolic leap into the unknown. It is the culmination of years of investment in satellites, scientists, engineers and data, all aimed at solving problems that matter to every Filipino, from protecting harvests and responding to disasters to strengthening the economy and preparing the country for an increasingly technology-driven future.

If the 2027 sounding rocket succeeds, the launch itself may last only a few minutes.
Its economic impact, however, could last for decades.
For PhilSA, the rocket is not the end goal. It is proof that the Philippines can execute increasingly sophisticated space missions, an important signal to investors, technology partners and commercial launch providers that the country is serious about building a space industry.
Perez described the proposed spaceport as more than a launch site.
"We see the spaceport as a catalyst," she said. "It gravitates a location where other industry components would come in."
Those "industry components" extend far beyond rockets.
A mature space ecosystem typically attracts satellite manufacturers, precision engineering firms, electronics suppliers, software developers, data analytics companies, logistics providers, universities, research laboratories and advanced manufacturing facilities.
Around the world, spaceports have evolved into innovation hubs where public investment helps attract private capital, creating high-value jobs and technology clusters.
The Philippines hopes to follow a similar path.
A race for investment, not prestige
Perez stopped short of describing the region as a "space race."
Yet she acknowledged that neighboring countries are also developing launch capabilities and investing heavily in their own space programs.
For the Philippines, the competition is less about being first and more about becoming relevant.
Successful execution of the country's first sounding rocket would demonstrate that local engineers can design, assemble and safely operate increasingly complex aerospace systems while government agencies coordinate airspace, maritime safety and regulatory requirements.
Equally important, it would show international partners that the Philippines is developing the governance needed for future commercial launch activities.
"The Philippines is ready. They have the rules," Perez said, explaining why developing launch regulations is as important as testing the rocket itself.
For companies considering future launch operations in Asia, regulatory certainty often matters as much as physical infrastructure.
From brain drain to brain gain
Perhaps the biggest return on investment may not be measured in pesos.
For decades, many of the country's best scientists and engineers have built careers overseas because opportunities in highly specialized fields remained limited at home.
Perez hopes the space program can begin changing that equation.
"We are retaining the talent. We are upskilling them," she said. "This is rocket science. This is rocket engineering that our Filipino scientists and engineers are now getting into."
She later returned to what she considers the agency's most important mission.
"I really want to emphasize giving the next generation an option," Perez said. "They can do amazing stuff here. They don't need to go out of the country."
That vision may ultimately become the country's greatest space achievement.
Not simply launching a rocket.
But creating an economy where young Filipino scientists, engineers and entrepreneurs can build world-class technologies without leaving home.
More than a launch
The Philippines' first rocket will not carry astronauts into orbit.
It will not immediately transform the country into a major space power.
What it can do is something equally important.
It can demonstrate that the country has moved beyond simply consuming space technologies developed elsewhere and is beginning to build capabilities of its own.
After years of investing in satellites such as Diwata, Maya and the upcoming MULA mission, training engineers, expanding Earth observation applications and integrating space data into agriculture, disaster management and finance, the planned sounding rocket represents the next logical milestone in a strategy that has unfolded over nearly a decade.
The launch will be measured in minutes.
The institutions, talent, industries and technologies it could help create may shape the Philippines for generations.
As Perez put it, "People are watching."
The challenge now is execution.
