The law is named after Eddie Garcia, a veteran actor who passed away in 2019 after suffering a fatal accident on a TV set due to a lack of on-site medical staff. He suffered a heart attack, and there was no standby ambulance or medical team on site to assist him immediately.
Following his accident on a production set, the “Eddie Garcia Law” was enacted.
The “Eddie Garcia Law” refers to Republic Act No. 11996, which was enacted into law on May 24, 2024. It is an act protecting the welfare of workers in the movie and television industry.

This law makes sure that everyone who works in the movie and TV industry has fair pay, safe working conditions, and equal chances. It requires clear employment contracts detailing their roles, salary/pay, total work hours, and company benefits. Also prohibiting discrimination, any type of abuse, and hazardous environments. The law recognizes the industry’s contribution to society and promotes decent work, social protection, and workers’ rights.
It also sets standards on working hours, wages, and benefits, including overtime pay, rest periods, and access to social security and insurance. Employers must provide basic needs such as food, water, safe facilities, and transport, while complying with health and safety rules. The Act further supports workers’ rights to organize, develop skills, and receive fair compensation, while imposing penalties on violators to ensure accountability and worker protection.
The good thing that came out of this tragedy is that the entertainment industry has now become stronger and more responsible. Eddie Garcia's death was a big loss, but it brings changes to the entertainment industry.
